New Rat Eradication Rules for Demolition Projects
On January 1, 2017 the updated Seattle Building Code takes effect. The updated code requires all applicants to complete a rat eradication program as a condition to getting a demolition permit. The rat eradication program must be in place on the project site at least 15 days prior to the start of any demolition or any clearing or grading on the site.

Reminder: Time to Apply for Grading Season Extension
The rainy season is rapidly approaching, which means it’s time to think about whether you will be doing any grading between November 1, 2016 and March 31, 2017. If your project includes Geotechnical Special Inspections AND if your project is in an environmentally critical area or involves a large quantity of earth-moving, check the Geotechnical Special Inspection assignment letter we sent you shortly after your permit was issued.
New Engineering Services Managers
Seattle DCI has two new Engineering and Technical Codes Managers in Engineering Services: Cheryl Burwell and Ardel Jala. Cheryl and Ardel both bring many years of engineering experience in the private sector to the position, as well as many years of plan review service in Seattle DCI. They will be serving in the positions previously held by Rick Lupton and Steve Pfeiffer, who both retired earlier this year.
New Tree Protection Notice Sign Requirement
Seattle DCI will require that tree protection notice signs be posted for all trees requiring protection on construction sites. This requirement will be effective on January 1, 2017.
The Tree Protection Area sign is a part of Seattle DCI’s continuing effort to ensure that contractors and construction workers understand and comply with our requirements for tree protection as part of the approved building permit. The tree protection area is typically defined by the drip line or extent of tree canopy.
Seeking Design Review Board Members
Seattle’s Design Review Program is seeking new volunteer board members to join the program in April 2017. Applications will be available in early November 2016 on both the Design Review website, as well as on the Building Connections blog. We are seeking individuals who are passionate about our built environment and civic engagement.
Living Building Pilot Program Lives On
The City Council approved and the Mayor signed legislation that continues the Living Building Pilot Program (LBPP) until 2025. The law will become effective on November 6, 2016. The updated Living Building program legislation expands on a pilot program started in 2009 and increases the number of buildings that can participate to 20. To date, two projects have met the Living Building Pilot Program requirements, the Stone 34 project in Wallingford and the Bullitt Center building on Capitol Hill.
Privately-Owned Public Spaces
On October 20, the Seattle Department of Construction and Inspections updated our Privately Owned Public Spaces (POPS) webpage. The update includes a list of over 40 public plazas, atriums, hillclimbs, and other types of indoor and outdoor spaces that were provided for public use as part of a development approval. We updated the list to include projects that were recently built, and to ensure that the public knows about each POPS space.
