This morning, public notice was posted regarding the availability of the Final Environmental Impact Statement (FEIS) for the Seattle Arena proposal. The Final EIS includes updated traffic and transportation information, additional information on parking locations, additional details on transportation mitigation, and comments received on the Draft EIS with responses to those comments. The FEIS also updates potential mitigation measures for the identified impacts.
Seattle 2035: Draft Environmental & Equity Analyses Published
Today the Seattle Department of Planning and Development (DPD) released for public comment a Draft Environmental Impact Statement (EIS) on the Seattle 2035 Comprehensive Plan Update. This a major milestone towards an update to the City’s Comprehensive Plan which plots a 20-year vision and roadmap for Seattle’s future growth and livability. The Draft EIS provides detailed information on various growth alternatives, their potential impacts to the environment, and proposed mitigation strategies. The City wants your voice to be heard as we refine strategies for accommodating growth for the benefit of all.
Port of Seattle’s Terminal 5: Review of Proposed Use
Today Seattle’s Department of Planning and Development (DPD) released an interpretation regarding the proposed use of the Port of Seattle’s Terminal 5. The conclusion is an additional use permit is required for the proposed seasonal moorage of a drilling rig and accompanying tugboats
Seeking Feedback for Seattle’s Ballard Urban Design and Coordinated Transportation Study
In response to ongoing development, the community’s desire to retain Ballard’s character, and Sound Transit’s planning for light rail to Ballard, DPD and the Seattle Department of Transportation (SDOT) are working with neighborhood groups organized as the Ballard Partnership for Smart Growth. Through Move Ballard, we will engage community members to recommend innovative solutions for enhancing the transportation environment for all, regardless of how they travel to and through the area. The collaboration will develop an Urban Design Framework and a Multimodal Transportation Plan that articulate a shared vision. The collaboration will also develop strategies to guide future development and transportation investment while ensuring Ballard’s people and places thrive.
Council Approved the Shoreline Master Program Updates
The final Shoreline Master Program regulations were passed by City Council on April 6, and signed by Mayor Murray on April 10, 2015 (Ordinance 124750). This ordinance completes Seattle’s requirement to comply with the 2003 Shoreline Master Program (SMP) Guidelines established by the Department of Ecology under the Shoreline Management Act (SMA). The last major update of the City’s SMP was in 1987.
Updated Tree and Vegetation Protection Details
DPD has updated the Construction Stormwater Control Plan and Post Construction Soil Management Plan, with a new tree and vegetation protection detail. The detail now includes the standard requirements to protect code-defined exceptional trees or any tree requiring protection during construction. It includes directions on who to contact when you may need to make field-identified modifications to the required tree protection zone.
New Email Address for Geotechnical Special Inspection Final Letters
DPD has a new email address for submitting geotechnical special inspection final letters. You should send those letters to dpdgeofinalletter@seattle.gov. However, you should continue to send geotechnical daily field reports to dpdgeo@seattle.gov. Both of these email addresses are solely for the purpose of receiving field reports and final letters.
New Draft Director’s Rule About Flow Control Requirements and Combined Sewer Basins
The Director of Seattle Public Utilities is proposing rule DWW-430.1, Flow Control Requirements for Projects in Identified Public Combined Sewer Basins. The proposed draft and map exhibit for the SODO/Waterfront Basin are available on the Project Documents page of our Stormwater Code & Rules Update website.

Lake City’s Community Conversation
On the evening of April 29, more than 100 members of the Lake City community gathered at the community center to learn about numerous projects underway, enjoy delicious food, and see a preview of the Celebrate Africa! event that will take place on Saturday, June 9.
DPD staff answered questions about the draft Lake City Urban Design Framework (UDF). The UDF was developed over the past year and a half with guidance from an advisory group of Lake City residents and business owners. It provides a vision for the future of Lake City and the North District.
