DPD recently made changes to the Financial Responsibility Statement form. The changes to the form clarify who is an “applicant” for financial responsibility (defined in Director’s Rule 5-2003) as a party having a direct financial interest in the project and indicate when it is appropriate for such an applicant to sign the statement. The rule’s definition of applicant does NOT include architects, consultants, design professionals or others who are acting on behalf of the owner.
Effective May 1, 2011, the Financial Responsibility Statement form is required when applying for a Land Use Pre-Submittal conference. In addition, the fees for all pre-submittal conferences will be required to be submitted when the form is submitted to DPD. DPD will be clarifying the fees associated with Pre-submittal conferences in an upcoming update of the Pre-submittal Conference Application Form, which should occur prior to May 1st.
