Side Sewer Contractor’s Responsibility for Liner Installation

A man working on a private sewer system. When a liner is installed in a private side sewer, it is the contractor’s responsibility not to extend the liner into the city sewer mainline or leave any related equipment or debris in the mainline. If the contractor suspects that the liner does extend into the mainline or any equipment and/or related debris has entered the mainline, SPU requests that the contractor contact the SDCI site inspector immediately.

All liner installations require a side sewer permit with notification to the SDCI site inspector at inspection time. This will require live camera (scoping) of the private side sewer at the time of inspection.

SPU prefers to remove protruding liners in order to maintain the integrity of SPU’s system and will bill responsible parties for liner removal. This is to avoid more costly financial impacts to responsible parties due to damage to the mainline system that can occur during liner removal. Any contractor choosing to remove an intruding liner that they have installed will assume all liability for any damages to SPU property as a result of any removal activity.
