The 23rd Avenue Action Plan, which focuses on the community cores of Central Area at 23rd Ave and Union, Cherry and Jackson, is moving forward from the planning phase into the implementation phase. Over 600 community stakeholders were engaged in the planning process. The stakeholders provided DPD’s project team with valuable input, and helped form goals, policies, strategies, and actions for the project. The project team has submitted amendments to the Central Area goals and policies in the Comprehensive Plan Neighborhood Planning Element based on community input to City Council for review. The project team has developed a draft Action Plan, and is soliciting comments from the 23rd Ave Advisory Core Team (ACT), City departments, and the community to finalize the Action Plan. The project team will also start working on zoning legislation and developing an urban design framework as major implementation steps of the Action Plan.
