Starting May 1, 2025, you’ll notice some changes to the Preliminary Assessment Report (PAR). The content isn’t changing but the location of some of it will be moving.
A PAR is a preliminary review of Master Use Permit projects and new construction applications by SDCI, the Seattle Department of Transportation, Seattle Public Utilities (SPU), and Seattle City Light to identify major project stoppers. This process begins once you submit your preliminary application, request the Pre-Application Site Visit, and pay the associated fees.
- SDCI Drainage review comments will only include onsite drainage requirements.
- SPU review comments will include the other items you are used to seeing in the SDCI Drainage Reports, such as points of discharge and drainage/wastewater mainline extension requirements.
This update is happening as part of the side sewer permitting transition from SDCI to SPU that is anticipated to occur by the end of 2025. The changes to the PAR do not impact decision making as SDCI and SPU have always worked collaboratively behind the scenes when setting requirements.
