SDOT Street Improvement Permitting (SIP) Workshops
During the past year the SDOT Street Use Street Improvement Permitting (SIP) Section has implemented many changes in the processes and requirements for obtaining approval of Street Improvement Plans. Process improvements have spanned SIP design guidance, formal review, correction cycles, plan approval, and permit issuance processes. In 2010 the SDOT SIP pre-construction, construction, inspection, and project close-out processes and requirements will be modified.
CCAB Endorses Draft 2009 Seattle Energy Code With Two Modifications
After three months of public review, DPD and Seattle City Light staff met to decide on initial staff recommendations for the 2009 Seattle Energy Code. These recommendations were subsequently forwarded to DPD’s Construction Code Advisory Board (CCAB) in late April.
CCAB met on May 6, 2010 to discuss the staff recommendations for the 2009 Seattle Energy Code. There was a review of key topics and some questions and comments with resulting recommendations for minor changes to some sections of the text.

As local economic conditions improve property owners and developers may consider converting apartment rental units into condominiums. There are two important bodies of law that govern these conversions.

New Monthly Billing for Land Use Projects
DPD is moving toward a monthly billing process for land use applications. When implemented, later this fall, monthly invoices will be sent for land use projects which accrue fees during any given month. Invoices will be sent to the financially responsible party who will have 30 days to pay the invoice and avoid the cancellation and collection process.
Northgate Design Guidelines Under Review by City Council
The City Council’s Committee on the Built Environment (COBE) is currently reviewing proposed updates to Northgate’s Urban Center & Overlay District Design Guidelines. Council will hold a public hearing to take comments on June 23rd, 2010 at 9:30 a.m. in the Council’s Chamber, 2nd floor, Seattle City Hall, 600 Fourth Avenue.

New Federal Lead Requirements and How They Affect You…
On April 22, EPA’s Renovation, Repair, and Painting Rule went into effect. The rule requires contractors performing renovation, repair or painting projects that disturb lead-based paint in homes, child-care facilities, and schools built before 1978 to be certified and follow specific work practices to prevent lead contamination.
Thomas Street Concept Plan Public Meeting
On Tuesday, May 25, 2010, DPD will hold a public meeting to present draft design concepts for Thomas Street.
After extensive input from neighborhood groups and property owners, DPD urban designers are developing a concept plan for Thomas St. from Eastlake Avenue to Myrtle Edwards Park, passing through South Lake Union, Seattle Center, and Uptown. Although currently divided by Aurora, Thomas St. will be reconnected as one continuous surface road when the North Portal of the waterfront tunnel is completed. This will create an important new pedestrian connection between neighborhoods.
