The City of Seattle sent letters to more than 800 large commercial property owners and managers today informing them about a new citywide program designed to help owners and managers assess and improve building energy efficiency and spur the market for building energy retrofits.
Cascadia Green Building Council and City of Seattle Chart Regulatory Pathways to Net Zero Water

Advanced green building projects are making the case for self-sufficient, closed loop water systems at the building and neighborhood scale. These net-zero water systems contribute to both the health of waterways and the resiliency of water supplies.
Council Passes South Downtown Legislation
On April 25, 2011, the Seattle City Council unanimously voted to approve a bill to increase density in South Downtown neighborhoods through amendments to Seattle’s Land Use Code. The bill also includes provisions addressing historic preservation, new open spaces, building form, street designs, and small businesses.
Design Guidelines SEPA Decision Published
DPD is concluding its work to update the design guidelines that serve as the primary resource for the Design Review Program. The final draft of the Seattle Design Guidelines includes several revisions from the first draft published in March of 2010, reflecting public comment and internal City review. Upon adoption by City Council, the Seattle Design Guidelines will replace the original document entitled Design Review: Guidelines for Multifamily and Commercial Buildings.
Capitol Hill Light Rail Station Properties
Over the past several years, Capitol Hill community members have worked with Sound Transit and the City of Seattle to develop a vision for the Sound Transit-owned properties in the immediate vicinity of the future light rail station on Capitol Hill. That vision will be expressed in an Urban Design Framework.
Planning Commission Launches Seattle Transit Communities Online!
The Seattle Planning Commission launched the online version of Seattle Transit Communities – Integrating Neighborhoods with Transit. The online report allows easy navigation of all report content as well as other features found only in the online version including an interactive Flash movie, a funding and implementation toolkit, a navigable map of 41 Seattle transit communities, and more!
Process Change: Food Services Reviews
Effective April 18, 2011, applicants for building permits that trigger a review by the Public Health – Seattle and King County will have the option of applying directly to the Health Department prior to or concurrent with review by DPD. For those applicants who have not applied directly to Public Health for approval, DPD will continue to route projects for Public Health review until May 16, 2011.
Light Rail Interim Parking
Principal use parking as an interim use will soon be allowed on eligible lots in all zones within the Station Area Overlay District in Southeast Seattle. Exceptions are for lots within the boundaries of the North Beacon Hill station area, and on lots occupied or owned by institutions within one quarter mile of a light rail station, where principal use parking is not otherwise permitted.
Active Uses Pilot Program for Underused Lots
A pilot program to put vacant and underused lots to better use by allowing a variety of interim “active uses” and short term parking on certain lots was passed by City Council in late March. Council Bill 117046 is one of two legislation items that promotes economic relief due to stalled development and that encourages ridership on the Link light rail system.
South Lake Union Public Hearing Update
On Monday, March 28, approximately 160 community members attended a public hearing on the South Lake Union Draft Environmental Impact Statement (DEIS). The goal of the hearing was to hear from the community, interested governmental agencies, and tribes regarding any areas where additional analysis is needed, if there is missing information, or any concerns over some of the conclusions reached in the DEIS. The DEIS was issued on February 24. The public hearing was part of the 45-day comment period that concludes on April 11. The full Draft Environmental Impact Statement is available for public review on the DPD website.
