DPD and the Seattle Department of Transportation (SDOT) have been working with neighborhood groups and non-profits to develop a coordinated Urban Design and Transportation Framework (UDTF) in anticipation of possible light rail to Ballard. The groups are organized as the Ballard Partnership for Smart Growth. The study, called Move Ballard, responds to the neighborhood’s growth and development and Sound Transit’s planning for a possible light rail extension to Ballard.

In response to ongoing development, the community’s desire to retain Ballard’s character, and Sound Transit’s planning for light rail to Ballard, DPD and the Seattle Department of Transportation (SDOT) are working with neighborhood groups organized as the Ballard Partnership for Smart Growth. Through Move Ballard, we will engage community members to recommend innovative solutions for enhancing the transportation environment for all, regardless of how they travel to and through the area. The collaboration will develop an Urban Design Framework and a Multimodal Transportation Plan that articulate a shared vision. The collaboration will also develop strategies to guide future development and transportation investment while ensuring Ballard’s people and places thrive.

DPD and Ballard Partnership Seek Input for Ballard Urban Design Study
Over the past decade, Ballard has seen significant changes from the “sleepy” neighborhood it once was. The area has become denser as it became attractive to younger people and to families with children. At the same time, the job market has changed, but job growth has not kept up with the population growth. We are partnering with the Ballard Partnership for Smart Growth (Partnership) on a coordinated and strategic planning effort to address these changes and help create a vision that will shape growth and guide new development in Ballard.
City Partners with Community to Begin Urban Design Framework for Ballard’s Future
For the past year, Department of Planning and Development and Seattle Department of Transportation have been coordinating with the Ballard Partnership for Smart Growth as they have identified issues and opportunities to address as Ballard grows. In response to their work, the addition of RapidRide and potential light rail to Ballard, the City has begun work on an Urban Design Framework (UDF). It will be a collaborative vision and recommendation for urban design, land use, transportation and other strategies that will guide future development while ensuring Ballard’s people and places thrive. We’ll look at a larger area to understand the context, but the focus of work is on where we are likely to see continued development and change in the coming years (see map).
Ballard Urban Design Framework Plan Underway
DPD has completed an existing conditions report to provide a platform of facts and analysis in support of creating an urban design framework (UDF) for the central Ballard area. As we develop the Ballard UDF, we are collaborating with the Ballard Partnership for Smart Growth, as well as conducting broad community outreach. Our planning will address four central issues.

For the past six months, we have been studying and thinking about the future of Interbay. Metro has introduced Rapid Ride giving residents and businesses more frequent transit. New apartments and offices are under construction. New businesses have joined long-standing ones to become part of an increasingly diverse business community.
