Seattle Mayor Mike McGinn is recommending a package of land use changes for the Roosevelt urban village, a dynamic neighborhood and future location of the Roosevelt light rail station. The proposal would change zoning within the Roosevelt residential urban village, establish a station area overlay district, and enact incentive zoning provisions for affordable workforce housing. The proposal supports the planned Sound Transit North Link light rail station that will be located in the heart of the Roosevelt neighborhood.

Council Passes South Downtown Legislation
On April 25, 2011, the Seattle City Council unanimously voted to approve a bill to increase density in South Downtown neighborhoods through amendments to Seattle’s Land Use Code. The bill also includes provisions addressing historic preservation, new open spaces, building form, street designs, and small businesses.
Multifamily Code Update Legislation is Now in Place
The multifamily ordinance, 123495, became effective on April 19, 2011. The ordinance establishes new lowrise zoning and a streamlined administrative design review process for townhouse development. Some of the new standards apply across zones, such as applying the existing shoreline code height measurement technique. Permit applicants have the option to use the existing height measurement technique or the new one until July 18, 2011.
Light Rail Interim Parking
Principal use parking as an interim use will soon be allowed on eligible lots in all zones within the Station Area Overlay District in Southeast Seattle. Exceptions are for lots within the boundaries of the North Beacon Hill station area, and on lots occupied or owned by institutions within one quarter mile of a light rail station, where principal use parking is not otherwise permitted.
Active Uses Pilot Program for Underused Lots
A pilot program to put vacant and underused lots to better use by allowing a variety of interim “active uses” and short term parking on certain lots was passed by City Council in late March. Council Bill 117046 is one of two legislation items that promotes economic relief due to stalled development and that encourages ridership on the Link light rail system.

New Director’s Rules for Multifamily Code Update
Three draft rules are available that would interpret a height measurement technique, landscaping provisions (green factor) and frequent transit service (used in calculating parking requirements in certain areas). These rules are anticipated to be effective at the same time, April 19, 2011, as related legislation that was recently adopted by the City Council: the Lowrise multifamily code update and clarified in clean-up legislation. All rules can be downloaded from the Related Documents page of our website.
