Reminder: Plan Review Response/Reply Process Refresher

In early 2022, SDCI transitioned to providing plan reviews via plan mark-up instead of traditional letters. This article is a refresher on the process for applicants responding to review comments. The primary change that we are asking of applicants is that they document responses to comments directly in the plan set provided to them by SDCI at the end of each review cycle instead of sending response letters corresponding to each correction letter. (Note: You will still receive correction summaries from individual reviews as they are completed.) When all responses are documented, we ask that applicants upload the response plan set (as document type “Correction Response Plan Set” or “Correction Response Plan Set – Land Use”) along with the new plan set as (document type “Plan Set” or “Plan Set – Land Use”) for the next review cycle. We have a helpful video to help you learn how to navigate the new process.

New Plan Review Process Coming Soon

We’re continuing to work on its transition to Bluebeam. While we have made significant progress, we have decided to delay our launch of this until January while we confirm network security protocols and optimize the migration of permit reviews that are in process to the new platform.

SDCI will soon implement a new plan review process using the Bluebeam software application. We will stop sending out standard letter-based corrections for plan-based reviews and begin providing marked-up documents created using Bluebeam. This transition aligns us with many of our neighboring jurisdictions in regard to plan reviews.

SDCI is pleased to announce that we are planning some exciting changes to how we review plan sets. This fall, we will stop sending out standard letter-based corrections for plan reviews and begin providing marked-up documents using the Bluebeam software application. This application allows reviewers to place comments directly where they apply on the plan set, instead of describing the location of the issue in a letter. We’re confident that this change will enhance the clarity of our comments.

SDCI Initial Plan Review Update

SDCI uses target review dates as a way to prioritize and assign projects. The target dates are based upon goals that we established for “typical” application and demand volumes. These dates help us balance our staffing levels to meet those “typical” goals. We may not be able to meet our target dates if we have an unusually high volume of work compared to our available staffing levels. Recently, the work volume has greatly outweighed our available staffing levels, and we are running longer on our initial review timeframes. Under our normal workload, we can complete the initial plan review within 2 – 4 weeks of accepting your application for simple and medium projects and within 8 – 12 weeks after we accept your application for complex projects. However, due to the high work volume, we are currently completing initial plan review 2 – 6 weeks later.
